I have the same issue - currently running Outlook 365 (all latest updates as of this post) on an early 2015 MacBook Pro, now running MacOS Sierra. Interestingly, I had similar issues with previous versions of Outlook, on older operating systems, and even on my previous machine (MacBook Air). My current theory is that the spinning wheel / temporary freeze is produced by some sort of latency from the SSD in my laptops.

It's hard to pinpoint exactly what makes the freezes longer or shorter, but over the past 2 years I've dealt with this, the freezes seem to happen more when the Outlook file is larger and when there is less free space on my hard drive.
